    Call to Order:
    The Yuma County Airport Authority, Inc. (YCAA) Finance Committee Meeting of the Board of Directors was called to order at 12:00PM on April 3, 2026, in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Stanley Gourley, Chairman.

    YCAA FINANCE COMMITTEE MEMBERS PRESENT WERE:
    Stanley Gourley, Chairman and YCAA Treasurer
    Eric Saltzer, Director

    YCAA FINANCE COMMITTEE MEMBERS ABSENT WERE:
    Tony Koehl, Director

    ALSO PRESENT WERE:
    Bill Craft, President
    Dan Hann, 1st Vice President
    Gladys Brown, Airport Director
    Gerald Hinkle, Jr., Chief Financial Officer

    REGULAR AGENDA
    1) April 3, 2026, Finance Committee discussion and overview of FY26 Year to Date Budget through February of 2026.

    Ms. Brown, Airport Director, went over the latest Year to Date (YTD) FY26 Budget presentation through February 2026 in detail. The Committee discussed several items of interest and received clarification from airport staff. Ms. Brown and Chief Financial Officer (CFO) Hinkle reminded the Committee the presentation provided will mirror that to be provided to the Board of Director at the April regular meeting.

    2) April 3, 2026, Finance Committee discussion and overview of the YCAA’s Capital Reserves.

    Following the FY26 YTD budget overview, CFO Hinkle provided a status update on the YCAA’s Capital Reserves. Ms. Brown also provided details regarding the status of recent authorized off-budget expenditures.

    3) April 3, 2026, Finance Committee discussion on Intergovernmental Service Agreement (IGSA).

    Ms. Brown, Airport Director, provided an update on the status of the Intergovernmental Service Agreement (IGSA) with YPG, including a look ahead at future projects under consideration and expected revenue streams throughout the remainder of FY26. A booklet outlining all completed projects to date, covering approximately the past two years, was provided to each Committee member and will also be presented to the Board. During the presentation, financial projections were provided; however, collection of revenue and completion of project closeout may extend into the next fiscal year. Discussion also included YPG Fire Department Fleet Maintenance, with the understanding that the YCAA IGSA would only be used until the City of Yuma and YPG finalize approval of their IGSA.

    4) April 3, 2026, Finance Committee discussion and overview of YCAA’s Aeronautical/Non- Aeronautical Revenue projection.

    Ms. Brown, Airport Director and CFO Hinkle provided revenue projections through the end of FY26 which show the YCAA to be within the fiscal year financial expectations.
