Call to Order:
The Yuma County Airport Authority, Inc. (YCAA) Regular Meeting of the Board of Directors was called to order at 4:00PM on December 9, 2025, in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Bill Craft, President.

APPROVAL OF MINUTES
Mr. Craft, the YCAA President, called for a motion to approve the minutes of the November 18, 2025, Regular Board Meeting. Mr. Hager so moved. Mr. Scott seconded the motion. Motion passed unanimously.

ANNOUNCEMENTS
1) The Yuma County Airport Authority honored 1st Vice President Dean Hager who has served with distinction. Mr. Hager has served the Airport Authority as a Director for fourteen years. He has displayed a dedication to developing the economic engine that is Yuma International Airport and has enhanced the life of every member of our community. Mr. Hager is worthy of our praise and thanks. Being a Director of the Airport Authority is a volunteer job and requires countless hours of business and regulatory research, an ability to navigate through innumerable bureaucratic and financial minefields, and a personal investment of time, emotion and caring about the well-being of the Citizens of Yuma County and the surrounding region. The Airport Authority is deeply grateful for his contributions and wishes him all the best as he moves forward to future successes.
2) The Yuma County Airport Authority is deeply proud to honor 2nd Vice President Juan Guzman who has served with distinction. Mr. Guzman has served the Airport Authority as a Director for six years. He has displayed a dedication to developing the economic engine that is Yuma International Airport and has enhanced the life of every member of our community. Mr. Guzman is worthy of our praise and thanks. Being a Director of the Airport Authority is a volunteer job and requires countless hours of business and regulatory research, an ability to navigate through innumerable bureaucratic and financial minefields, and a personal investment of time, emotion and caring about the well-being of the Citizens of Yuma County and the surrounding region. The Airport Authority is deeply grateful for his contributions and wishes him all the best as he moves forward to future successes.

She has displayed dedication to developing the economic engine that is Yuma International Airport and has enhanced the life of every member of our community. Ms. Dhawan is worthy of our praise and thanks. Being a Director of the Airport Authority is a volunteer job and requires countless hours of business and regulatory research, an ability to navigate through innumerable bureaucratic and financial minefields, and a personal investment of time, emotion and caring about the well-being of the Citizens of Yuma County and the surrounding region. The Airport Authority is deeply grateful for her contributions and wishes her all the best as she moves forward to future successes.
4) The YCAA will recognize the Airport's 2024 Employee of the Year.
Ms. Brown, the Airport Director, announced the 2025 Employee of the Year, Erika Moreno. Ms. Moreno joined the YCAA on May 27, 2024, as janitorial personnel.
REGULAR AGENDA
1) Monthly report by Chief Financial Officer on current financial status.
Mr. Hinkle, Chief Financial Officer, briefed the Board on our current financial status. Mr. Hinkle also provided an update on operations by the airport’s Rent Car Agencies, Airport’s Parking Lot and Brewers restaurant.
MILITARY LIAISON
There was no Military Liaison in attendance.
2) Presentation and update regarding current construction projects, associated contracts, grant status, general aviation, marketing efforts, terminal improvements, aviation conferences, meetings, and items of interest with the city and county or other federal or state agencies. This will include, but is not limited to, additional information, FAA and ADOT grant updates, an overview of projects underway, airport operations, Rolle Airfield, airline recruitment and retention efforts, general aviation, future events, and other Airport business.
Ms. Brown, the Airport Director, provided updates on IGSA projects, Joint-Use Advisory Group (JUAG) Meetings, Operating Agreement Review & Revisions by JUAG, Pappy Boyington Hangar Roof Replacement, American Airlines load capacities, marketing and community outreach over the past month to include social media.
