Call to Order:
The Yuma County Airport Authority, Inc. (YCAA) Strategic Planning Committee Meeting of the Board of Directors was called to order at 2:16PM on January 7, 2021 in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Albert Gardner, Committee Member. Russell Jones, Chairman led the meeting upon his arrival.

Jenny Torres, City of San Luis
YCAA STRATEGIC PLANNING COMMITTEE MEMBERS ABSENT WERE:

REGULAR AGENDA
1) Discussion and possible recommendation regarding legal representation for the Yuma County Airport Authority.
Ms. Brown, Airport Director, explained in late November 2020, the Airport Director met with Mr. Benesch to discuss changes in his office. Mr. Benesch requested time to have discussion with other clients before it was released to the public. December 2020, the Airport Staff was officially informed of the transition of Airport Legal Counsel Minda Davy. Mr. Benesch separately met with the Airport staff and the YCAA President to inform us that his firm of Benesch & Davy will now be merging with Shadle & White to form a new firm, Benesch, Shadle & White. Airport staff was able to meet with Mr. Benesch’s new partner Mr. Trevor White and paralegal Ms. Elizabeth Norton.
Ms. Brown, Airport Director, briefed Mr. Benesch began providing services in January 2007, as the law firm of Byrne, Benesch & Villarreal, P.C. Over the years has transitioned with partners in which today the YCAA knows this firm as Benesch & Davy. Mr. Benesch alongside his partners, and our additional legal counsel have provided legal service within the “Scope of Work” provided in a signed contract. Airport Staff has signed an authorization form to continue services with the merged firm of Benesch, Shadle & White until the YCAA provides guidance to the staff regarding future legal services.
Mr. Craft, the YCAA President, stated he would like the Strategic Planning Committee to provide recommendation to the Board as to seeking proposals from other firms to provide these services or if the YCAA would select multiple firms depending on the services needed.
Ms. Brown, Airport Director, explained the Airport Staff sees benefits in having an attorney with some aviation background as well as an understanding of the regulatory environment in which the Airport Authority operates.
After committee discussion the consensus was to move forward with the RFQ process both locally and state wide, and requested the Airport staff to publish the RFQ as presented.

There being no further business before the Committee the meeting adjourned at 3:05PM.
