Air Carriers with a Significant Interest
And Members of the Flying Public

In accordance with US Department of Transportation, Federal Aviation Administration 14 CFR Part 158 Passenger Facility Charges, the Yuma County Airport Authority as owner and operator of Yuma International Airport has authority to Impose and Use a Passenger Facility Charge (PFC) as specified in 14 CFR Part 158.

Prior to submitting this application to the Federal Aviation Administration (FAA), the Airport Authority is required to provide the following information to all air carriers and foreign air carriers with a significant business interest in the airport:

· The total PFC charges that will be applied for project in the application is $556,789. A brief summary of each project is provided below.
· In order to provide funding for the projects listed, the Yuma County Airport Authority will impose a four dollar and fifty cent ($4.50) PFC charge per enplaned passenger. The current PFC charge expiration date is December 1, 2020; the estimated new charge expiration date is January 1, 2023 based upon current enplanement figures of approximately 75,000 passengers per year.

As required in 14 CFR Part 158(a)(3), the Airport Authority has scheduled a consultation meeting to be held at 10:00am Arizona time on August 10, 2016 in the conference room of the Yuma International Airport terminal building at 2191 East 32nd Street, Yuma, Arizona 85365 for further review of the projects with the air carriers.

As required in 14 CFR Part 158(b) in preparation for the meeting, the information below contains a summary for each PFC project in this application including:
1. A description of the projects;
2. An explanation of the need for the projects; and
3. A detailed financial plan for the projects, including:
i. The estimated allowable project costs allocated to major project elements;
ii. The anticipated total amount of PFC revenue that will be sued to finance the projects; and
iii. The source and amount of other funds, if any, needed to finance the projects.

Item 1 – Design/Construct Rehabilitation of Partial Defense Contractor Complex (DCC) Apron South of Taxiway F




Project Description: Design/construct rehabilitation of DCC apron section south of taxiway F that is 800ft x 350ft, 30,000 square yards. This ADOT funded project is currently underway. This project will rehabilitate the apron area South of existing taxiway F as shown above, in addition to the associated storm water drainage systems, rehabilitation of surrounding ramp areas, taxi-lane approaches, access road approaches, pavement markings, lighting, signage, and drainage systems in accordance with FAA Advisory Circulars.

Project Purpose: The need for this rehabilitation was identified by the Arizona Department of Transportation, Aeronautics Division as part of their Airport Pavement Maintenance System inspection process. The deterioration of this ramp over time has resulted in it being removed from service causing large a shortage of parking areas for large aircraft. This shortage has resulted in an increase in the number of incidents, in which aircraft are being parked on ramps which do not meet the necessary design criteria.

Estimated Project Implementation Date: This project began on February 22, 2016

Item 2 – Design/Construct Rehabilitation of Taxiway H1




Project Description: Design/construct rehabilitation of Taxiway H1 which is expected to measure approximately 40,000 square yards of concrete and 15,000 square yards of asphalt. This project will rehabilitate Taxiway H1, in addition to the associated storm water drainage systems in accordance with FAA Advisory Circular 150/5300-13 "Airport Design".

Project Purpose: This taxiway and shoulder rehabilitation is expected to measure approximately 40,000 square yards of concrete and 15,000 square yards of asphalt. It is expected that all concrete or shoulders will require rehabilitation and will be based on the engineer’s findings and report of the existing pavement. The project will also include the rehabilitation of surrounding ramp areas, taxi-lane approaches, access road approaches, pavement markings, lighting, signage, and drainage systems. Apron work includes, but is not limited to, concrete and asphalt rehabilitation, apron expansion, drainage facilities, safety areas, fencing and security, associated lighting, signage and pavement markings when applicable.
