    Call to Order:
    The Yuma County Airport Authority, Inc. (YCAA) Special Meeting of the Board of Directors was called to order at 9:00AM on August 28, 2023, in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Bill Craft, President.

    YCAA DIRECTORS PRESENT WERE:

    REGULAR AGENDA
    1) Discussion and Possible Action to accept the lowest qualified bidder for the Passenger Terminal Flooring Replacement Construction Contract and authorize the YCAA President, the Airport Director, or their designated representative to sign a contract for the completion of the design and construction of improvements with Pilkington Contracting Co., Inc., in the amount of $1,088,326 contingent upon final review and approval by Airport Staff and Airport Legal Counsel.

    Ms. Brown briefed the project which involves bringing the flooring design which stands at 90%, to completion, as well as construction of the improvements which includes demolition of 11,172 square feet of existing flooring and installation of terrazzo throughout the public throughways on the 1st floor of the passenger terminal. The bid process included “Bid Alternates” to determine if funding available would prove sufficient to expand the project to include all four restrooms on the first floor and both stairwells.

    Ms. Brown informed the Board on August 16, 2023, the YCAA received a single bid as a result of a public bid process in which a local contractor, Pilkington Contracting Co., Inc. proposed completing the project including all Bid Alternates for a total cost of $1,088,326. The proposed cost is well within the parameters of available funding. The breakdown of proposed cost includes $881,453 to complete the main floor, $69,797 to complete the stairwells and $137,076 to complete the restrooms.

    Ms. Brown further explained she intends to take the opportunity to remodel the restrooms ahead of the new flooring using FY24 available resources outside of this contract.

    Mr. Craft, YCAA President, called for a motion to accept the lowest qualified bidder for the Passenger Terminal Flooring Replacement Construction Contract and authorize the YCAA President, the Airport Director, or their designated representative to sign a contract for the completion of the design and construction of improvements with Pilkington Contracting Co., Inc., in the amount of $1,088,326 contingent upon final review and approval by Airport Staff and Airport Legal Counsel. Ms. Dhawan so moved. Mr. Jones seconded the motion. Motion passed unanimously.
