Call to Order:
The Yuma County Airport Authority, Inc. (YCAA) Regular Meeting of the Board of Directors was called to order at4:00PM on October 12, 2021 in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Bill Craft, President.

APPROVAL OF MINUTES
Mr. Craft, the YCAA President, called for a motion to approve the minutes of the September 14, 2021 Regular Board Meeting. Ms. Torres so moved. Mr. Jones seconded the motion. Motion passed unanimously.

REGULAR AGENDA
1) Authorize the President, Airport Director or their designated representative to execute Freeman Holdings of Arizona, LLC Lease Amendment #8 for the purpose of adding Joe Foss Hangar Facility Suite #1 as Premises 7 to their existing lease for a period of one-year, effective October 1, 2021, with three options to extend of one year each.
Ms. Brown, Airport Director, briefed that Freeman Holdings of Arizona, LLC (dba Million Air Yuma) currently leases a number of Premises on the airport and the Amelia Earhart Hangar has been recently obligated in in its entirety on a multi-year lease. This has resulted in Million Air looking for another hangar within the DCC to accommodate their military/defense industry clients. The ability to provide hangar space to these clients helps support continued growth in fuel sales.
The proposed action is for an amendment of a short-term lease for the Joe Foss Hangar Suite #1 Facility (West side). The Joe Foss Hangar Facility is a multi-tenant facility and currently has the Jacobs Engineering Group as the Lessee of Suite #2 (East side). The proposed amendment #8 to Million Air Yuma’s existing lease would add Joe Foss Suite #1 as Premises 7 for one year beginning October 1, 2021, with three one-year options.
Mr. Craft, the YCAA President, called for a motion to authorize the President, Airport Director or their designated representative to execute Freeman Holdings of Arizona, LLC Lease Amendment #8 for the purpose of adding Joe Foss Hangar Facility Suite #1 as Premises 7 to their existing lease for a period of one-year, effective October 1, 2021, with three options to extend of one year each, contingent upon final review and approval by Airport Staff and Airport Legal Counsel. Mr. Jones so moved. Mr. Hager seconded the motion. Motion passed unanimously.

2) Monthly report by Chief Financial Officer on current financial status.
Mr. Hinkle, Chief Financial Officer briefed the Board on our current financial status.
MILITARY LIAISON
There was no Military Liaison in attendance.
3) Presentation and update regarding current construction projects, associated contracts, grant status, general aviation, marketing efforts, terminal improvements, aviation conferences, meetings and items of interest with the city and county or other federal or state agencies. This will include, but is not limited to, additional information, FAA and ADOT grant updates, an overview of projects underway, airport operations, Rolle Airfield, airline recruitment and retention efforts, general aviation, future events, and other Airport business.
Ms. Brown, Airport Director, provided a presentation on the status of airfield operations to include the runways and taxiways, American Airlines updates along with the load capacities and schedule, TSA update which included the screening throughput numbers and the TSA stakeholders quarterly report, Airport parking lot, Rent Car update, Brewers restaurant update, facility improvements, Tours & Interests, Immigration Customs Enforcement (ICE) Flights, site visits for future development, private investor opportunities, marketing and community outreach over the past month to include social media.
