Call to Order:
The Yuma County Airport Authority, Inc. (YCAA) Special Meeting of the Board of Directors was called to order at 4:01PM on November 24, 2020 in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Bill Craft, President.

REGULAR AGENDA
1) Discussion and possible action concerning the potential of Boutique Air beginning new commercial air service at Yuma International Airport and the possible incentives to be offered in the furtherance of that action, including authorization for the YCAA President, Airport Director, or their designated representative to sign all necessary documents, contingent upon final review and approval by Airport Staff and Airport Legal Counsel.
The Airport Director, Ms. Gladys Brown, explained Boutique Air is interested in beginning service to LAX starting as early as the first week in December 2020. The site visit was completed on Wednesday, November 18th. Mr. Brian Konrad VP Business Operations requested possible incentives due to new service (Allowable by FAA). Typical incentive not possible, but COVID-19 relief matching as provided to American was proposed and on November 23rd VP Konrad provided the signed proposal.
Ms. Brown further explained the proposed lease is for five years with a single five-year option to renew. The lease includes ticket counter, office space and joint access to the passenger screening & sterile area as well as use of the baggage carousel and baggage claim area. Ms. Brown stated landing fees will be due and payable at $1.25 per thousand pounds of gross maximum landing weight however this aircraft was under 12,500 lbs which resulted in minimal landing fees.
Mr. Hinkle, Chief Financial Officer went over the financial obligations and the breakdown of the fees. Mr. Hinkle explained the lease rents for our commercial airlines is made up of several elements between exclusive and joint use as well as the percentage involved in the joint use (common areas. YCAA has committed to match recent rent abatement for American Airlines – 50% reduction in all space rents for initial 12 months. YCAA will expend a portion of existing FY21 Marketing budget to promote the new service to LAX. Ms. Brown expressed the concern for education the passengers who will be potentially flying on this new route what is involved when you get to LAX from bussing to the main terminal after landing to the necessary commute to the gates for next departure. Ms. Brown also explained that once the lease agreement is signed, the YCAA will expediate its marketing efforts through the news and media channels throughout the County and with our Mexico partnerships.
Mr. Craft, the YCAA President, called for a motion concerning the potential of Boutique Air beginning new commercial air service at Yuma International Airport and the possible incentives to be offered in the furtherance of that action, including authorization for the YCAA President, Airport Director, or their designated representative to sign all necessary documents, contingent upon final review and approval by Airport Staff and Airport Legal Counsel. Mr. Jones made a Motion, Dr. Cullen seconded the motion. The motion passed unanimously.
